The USA has, on average, the highest costs but also the highest success rates, both by wide margins. Part of that is the high drug cost. In the end, you get what you pay for.
The USA used to trail behind other nations on safety, often because of transferring too many embryos and having too many multiples, but that has changed in the last 5 years. The leading centers can achieve excellent success rates with single embryos, but most still offer double embryo transfer for patients that insist on it, often for gestational carrier cycles.
But there are about 500 centers in the USA, and they vary a great deal in practice. Some use inexpensive protocols with modest success rates, typical of other countries.
If one is using a gestational carrier, the cost of her service is already high, so it would be illogical to then pinch pennies on the IVF cycle itself.
Avoid IVF and surrogacy in Ukraine. Ukrainian centers pay shills to post here under numerous sock accounts pretending to be patients in Ukraine. Centers using such deceptive advertising cannot be trusted and should be avoided.
