Avoid Ukraine. Clinics there hire shills to post here pretending to be patients in order to deceive real patients into going to Ukraine for treatment. I would avoid any clinic that advertises so deceptively.

For success rates, try the USA. A good example is ORM in Portland.
For safety, try Sweden.
For low prices, try India.
Nahh, India has banned surrogacy for foreign couples... human rights and ethics issues not sure what was the matter with them. So, among all the options you gave I wouldn't suggest India. If you're to choose a good clinic abroad for reproductive tourism it better has all the facility to upgrade to a surrogacy program if IVF fails successively. Well, that's my personal opinion though.... having had failed at 2 FETs I guess I'm inclined to count the odds and have a backup plan if things turn out the other way. It's not easy thing to move on to a different country for surrogacy after trying IVF in another and both being a foreign land... or so I think.
Surrogacy is legal in Ukraine (but as Ghost writes, some clinics might not be fair), Georgia, Russia (pay attention to legal issues) and the US (the most expensive). If someone needs to undergo IVF, IVF PGS NGS or IVF DE, then Poland and Czech rep are worth considering: low prices, top notch treatment.
