I was pregnant with Triplets but unfortunately went into preterm labor. I had my babies Oct 8th shortly followed by a D&C for a retained placenta. I would like to know when my system will be free of hCG.

Should be cleared by now.
Avoid IVF and surrogacy in Ukraine. Ukrainian centers pay shills to post here under numerous sock accounts pretending to be patients in Ukraine. Centers using such deceptive advertising cannot be trusted and should be avoided.
HPT results in a "+". I am still thinking it has to do with being pregnant with Triplets. Beta shows low positive. Spotting since Monday. Prolactin is elevated as well. Should I worry something might be wrong since my levels are not back to normal?

In the absence of hCG production, hCG levels will drop by half every 36-48 hours.
Even using the longer 2-day figure, yours should have dropped by a factor of 130,000 by now. In other words, it should be too low to see with an HPT.
Your positive suggests that your clearance may be a little slower than most, or perhaps you had a little placental tissue remaining. You mentioned the D&C was shortly after the SAB. If that means 1 day after, then that should not matter. If that means 1 week after, then that could explain the remaining hCG that has not yet cleared.

D&C was done 8-9 hrs after for a retained placenta. Does it matter I was 21.5 weeks along?

Then it's a little unexpected that some hCG is still around.
