I was blessed to get a BFP on my first IVF attempt and gave birth to my son in June 2009. DH and I are not sure we will be going for #2 although we do have several frozen embies if we do decide. I realize that the older a woman gets, the higher risk pregnancy is for all sorts of complications. I am 32 today and say in 5 years we decide to try a FET, would the fact that we are using embies frozen from when I was 31 make any difference in the risk of the baby having issues such as Downs, etc.?

Yes, your age at retrieval is the critical determinant of both risk and success rates. Your age at transfer is not very important in those regards, up to at least the mid-40s. The duration of freezing also appears to be unimportant, up to at least 10 years or so.
Your eggs were extracted when you were 31, suggesting your risk of Down syndrome should be relatively low, while your chance of success should be relatively high.
Avoid IVF and surrogacy in Ukraine. Ukrainian centers pay shills to post here under numerous sock accounts pretending to be patients in Ukraine. Centers using such deceptive advertising cannot be trusted and should be avoided.
ajdec - I am in a similar position. I am 31 and we had our son in October 2009 with 29-year-old embryos. We were able to freeze 4, so hopefully enough for two FET's. My concern with waiting is that our first fresh cycle and subsequent FET with even younger eggs did not work. While my primary reason for trying again soon is that I want my kids to be close in age, I also realize that I could wait those 5 years and have both FET's fail. Then we would be starting over when I am heading into my late 30's. Just my two cents.
