You can keep trying with your own eggs, but the chance of success will be better with donor eggs. I am glad your doctor gives you that freedom of choice.
There are successes in patients with low AMH. They happen all the time. But lets' be honest. For each success there are multiple failures.
I am also concerned that this is happening at the age of 28. This suggests you may be going into premature ovarian failure. This can be rapid. Usually when we see them declining at that age, the decline is very quick. You should discuss this with your doctor, if you have not already.
If you wish to continue with your own eggs, time may be a critical factor. Other centers have used things like growth hormone and testosterone pre-treatment to try to improve egg quality, with some claimed success. There is some published evidence supporting the testosterone. Your doctor should already be aware of these.
Avoid IVF and surrogacy in Ukraine. Ukrainian centers pay shills to post here under numerous sock accounts pretending to be patients in Ukraine. Centers using such deceptive advertising cannot be trusted and should be avoided.
