I read a lot about white noise too, didn't ever do it but wanted to share how we got into a routine without it.
When DD was 8 weeks old, I started Gina Ford's 'Contented Little Baby' routine although you can try from earlier. Have you rread it already? I loved her advice and pretty much the day we started, it worked. She does cover twin issues too. She is super strict (stupidly so) and treats readers like village idiots BUT IT WORKS! The standard counter-Gina argument is that the baby's routine takes over your life but truth is, if they're sleeping and eating to order, then life suddenly becomes a whole heap easier. I never minded having to make apts. to fit in as I knew when she'd be asleep.
This is only my opinion but if you introduce a means of helping them sleep, whether it's white noise, singing, rocking, nursing, etc. then you're stuck with that dictating how and when they sleep. It means no babysitters, no help and no flexibility. The only thing I did was buy an Ikea lullaby rabbit which I could take with me + bought several identical soft toys (machine washable - vital, most are surface wash only) so that we always had one with us.
