If the gender can be determined on embroys after they have been frozen (either while they are frozen or after thaw but before transfer)?

Typically no, but it depends on what stage they were frozen at, and what stages your clinic will do embryo biopsies.

Some few clinics will do biopsy on blastocysts. If you are at one of these (few) clinics, then it's possible. Not to say it's worth the price, but technically possible.

I know our office doesn't do it, but another big fertility place around us does do "gender selection". They test the chromosomes at the blastocyst stage and you can select what sex you want. i don't know what that kind of procedure would cost though.
